MTIK 02: The Global Report under The
Follow Up to The ILO Declaration on The Fundamental Principles and
Rights at Work, The End of Child Labor: Within Reach Geneva, 9 June
2006, Presented By H Syaukani HR.
Mr President, Distinguished Delegates, Ladies and Gentlemen.
First of all, on behalf of the Government of the Republic of Indonesia,
I would like to thank the ILO Director General for this Global Report on
The End of Child Labour. The Indonesian Government is committed to the
elimination of child labor and ratified the ILO Convention No 138 and
182, as first step action to follow up the ILO Declaration on the
Fundamental Principles and Rights at Work.
As second step; issuance of Indonesia Presidential Decree No 12/2002,
establishing a National Action Committee and Presidential Decree No
59/2002
formulating an Action Plan for the Elimination of Worst Form of Child
Labour, for implementation at national and regional/local levels.
Mr. President,
Since the effective decentralization of Indonesia in 2001, local
government have committed and made considerable progress in the
elimination of child labor, one being the local government of Kutai
Kartanegara, East Kalimantan, Indonesia. In this regard, allow me as
head of the Local Government of Kutai Kartanegara, to report our
activities in the elimination of child labor in our region.
Under guidance by ILO Indonesia and the Ministry of Manpower and
Transmigration, on November 4 th 2002, with the Kutai Kartanegara
Charter we committed to: ► No child-labor under 15, in 2008; n No worst
forms of child labor, in 2009; n No child-labor under 18, in 2012.
We became the first model for local government initiative to eliminate
child labor within specific time-frame. Kutai Kartanegara commitment is
based on the Indonesian Constitution 1945 which states the right to
education and to a decent life for all human beings. Also on Indonesia’s
ratification of ILO Conventions No 138 and on Presidential Decress No
12/2001 and 59/2002.
Our parliament supported this commitment by issuance of Local Regulation
No 09/2004, ruling that any adult proven to stop formal education of
child under the age of 15, or exploiting a child for economic reasons,
is subject to a minimum fine of Rp 5 miliar, or 6 months minimum
incarceration. Our work today is based on Local Government Decree No
180/2004 on The Logical Framework for the Mainstreaming of Child Labor
Elimination in Kutai Kartanegara.
Mr President,
In 2002, out of less then 500,000 inhabitants, child labor in our region
was at 11,623. Motivated by these appalling figures, political will, and
strong commitment from all stake-holders, we immediately carried
awareness program and took action. Within 4 years we decreased
child-labor by 88 percent.
This year only 1,605 children are left out of school. Next year, Insya
Allah, God willing, we shall achieve zero child labor in Kutai
Kartanegara. Gerbang Dayaku as grand strategy for development of Kutai
Kartanegara incorporates a clear, simple and realistic, comprehensive
and integrated strategy.
Gerbang Dayaku focuses on:
► human resources development through education with a 12 year free
compulsory education program.
► and development of the agricultural sector and rural areas due to a
local banking system that routes working capital to small enterprises
and cooperatives through micro-credit.
Programs adressing both sides, the child and the family, proved most
effective because families have no more excuses for exploiting their
children and for not sending them back to school.
Mr President,
We learned that we cannot succeed without a supportive multi-stakeholder
environment, mainstreaming all actions into the same target. Child-labor
issues not only should be integrated to:- government
programs/budgets/policies, but also into the private sector’s corporate
social responsibility strategies n NGOs agendas n And into any
individual’s daily-life, being the first time-bound model for local
government initiative to eliminate child-labor.
Mr President,
Distinguished delegates, When Indonesia speaks of children, we don’t
speak of them as a race, nor as a nationality, nor as an ideology. We
speak of children with the sense of duty to protect their rigths, to
provide them with the childhood they deserve, to prepare them a world
with a better future. The government of the Republic of Indonesia and
Kutai Kartanegara local government are committed to succeed.
